This is the only provider I can think of.
They called it mobile VOIP, with this, you call yor VOIP number from your cell and you get access to Allo networt. Making long distance calls will cost nothing, since you are using your VOIP plan.

It is certainly possible to have Mobile VoIP on your mobile phone. WiFiMobile offer free VoIp calls over Wi-Fi or cheap calls over a 3G network. This service is currently compatible with most Nokia Nseries or Eseries.
