Default Help with Dial plan

Can somebody please help me with the following dial plan:

([0-9]11!)

This will stop all outgoing phone calls, and work well. I would like
however to be able to call 0800 numbers.. So the new dialplan would
allow 0800 numbers (0808?), but nothing else. Its for a PAP2.

Cheers.

Replace your entire Dialplan with (080x.|0500x.)
