Cisco 7940G Dlink Des 1228P PoE Woes

With the Above setup I have 4 7940g's 2 work using PoE .2 don't they
are different vintages. The two that don't work are I think from the
same batch.Phones work with power cube.

I have tried Damins PoE cable and still no joy.

Any help or suggestions would be much appreciated.
