Well, that's the third setting that Tim was expecting to see :)

It's the length of hook flash to be signalled on the FXO port.

Almost certainly.

I mean the transmitted flash hook time on the FXO port.

I no longer have an SPA-3000, so I can't lab check the the behaviour.
