In theory, any provider using SIP should be able to service with this
bandwidth. It all depends on the codec your equipment uses and your ITSP
supports (see [url]http://www.en.voipforo.com/codec/codecs.php[/url]). However, at 12
Kbps, I could imagine that the quality would be pretty much unusable. Also,
there could be more chance of ADSL connection dropping. Bear in mind that
you would normally have to have at least 90 Kbps in both directions to have
quality comparable to a POTS service.
My advice is to try to play about with the codecs your equipment uses. If
calls cannot then be connected, it may be because your ITSP does not suport
that codec. If the calls do succeed, you need to make the decision whether
the quality is acceptable. My personal opinion (based on experience with
solely high speed connections) is that the quality will not be acceptable.
