I suspect you really want to ask the question: Is there a mobile phone
that can be used via a VoIP service ...

However Three let you make Skype calls on some handsets and some Nokia
handsets have SIP software built-in (which should work with any SIP
compliant VoIP provider) And there may be others..

What is it that you want to achieve?
